Medical Marijuana Dispensaries in Cathedral City -- homeowners are to be protected, apartment dwellers not so much

I was surprised to drive the dozen or so locations approved by Cathedral City for medical marijuana dispensaries. The ordinance prohibits a location within 250 feet of a home.

However, some of the locations are immediately next to apartment buildings! So, homeowners need protection, but apartment dwellers don't.
